What is the Canadian Red Book value of a used car?

The Canadian Red Book average wholesale value is the price guide Newfoundland and Labrador’s Motor Registration Division uses to set the minimum taxable value of a privately sold vehicle.

Think of it as the province’s reality check. It’s a wholesale number, roughly what a dealer would pay for the vehicle, not the retail price on a lot. The province has used the Red Book system for private sales since 1998, so people can’t dodge tax by writing a fake low price on the bill of sale.

How is sales tax calculated on a private used car sale in Newfoundland?

Newfoundland and Labrador charges 15% Retail Sales Tax on the higher of your purchase price or the Red Book average wholesale value, collected at Motor Registration.

  • You paid Red Book value or more: 15% on what you paid.
  • You paid less than Red Book: 15% on Red Book, unless you and the seller file a sworn affidavit. With the affidavit, it’s 15% on what you actually paid.
  • Red Book value is $1,200 or less: 15% on your bill of sale price. No affidavit needed.

This applies when the seller isn’t registered to collect HST, which covers a neighbour, a friend, or someone on Marketplace.

How much tax will I pay? Real examples

On a $12,000 private sale with a $14,000 Red Book value, NL buyers pay $2,100 without an affidavit and $1,800 with one.

SituationPrice paidRed BookTaxed on15% RST
Paid more than Red Book$15,000$13,000$15,000$2,250
Paid less, no affidavit$12,000$14,000$14,000$2,100
Paid less, with sworn affidavit$12,000$14,000$12,000$1,800
Older vehicle, Red Book $1,200 or less$700$1,000$700$105

In the third example, the affidavit saves the buyer $300. And that tax is due at Motor Registration before the vehicle can be registered in your name. That’s the part most private buyers forget to budget for.

What happens if I paid less than the Red Book value?

Buyer and seller sign the province’s affidavit, sworn before a commissioner of oaths or justice of the peace, and Newfoundland taxes the real price.

  • Use the official affidavit form from Motor Registration. Both buyer and seller must sign it.
  • It has to be sworn before a commissioner of oaths or a justice of the peace.
  • Don’t lie on it. A false affidavit is an offence. Fines go up to $10,000 and/or up to 180 days in jail for a first offence, plus the unpaid tax and a penalty of up to 50%.
  • Can’t get the seller to sign? You can get a written appraisal from an approved appraiser, at your own cost, within 15 days of buying. You’ll then be taxed on the higher of what you paid or the appraised value.

How do I find the Canadian Red Book value of a car in Newfoundland?

Newfoundland’s Motor Registration Division can look up a vehicle’s Red Book wholesale value if you give them the plate number or the first 10 digits of the VIN.

  1. Get the plate number or VIN from the seller.
  2. Contact Motor Registration Division and ask for the wholesale value. They can check it with the plate number or the first 10 digits of the VIN.
  3. Multiply the higher of the price or Red Book by 0.15. That’s your tax.
  4. If your price is lower, plan the affidavit with the seller before you hand over money.
  5. Run a Lien Check through the Government of NL’s Personal Property Registry, so you don’t buy a car with a loan still owing on it.

Who doesn’t pay sales tax on a used vehicle in Newfoundland?

NL exempts vehicles passed to immediate family by gift, marriage breakdown or inheritance, plus qualifying settlers who bring their own vehicle into the province.

  • Gift to immediate family: no RST, with proof the vehicle was registered to the family member and an RST declaration. For a gift from family outside the province, they must have owned it at least 2 years before it came into NL.
  • Marriage breakdown: exempt, with a separation agreement or divorce papers.
  • Inheritance from an immediate family member: exempt, with a copy of the will or an affidavit from the estate administrator.
  • Moving to NL (settlers): exempt if you lived outside NL for at least 183 days in a row, owned the vehicle at least 30 days before moving, bring it in within 6 months of moving, and use it personally. Register it within 90 days of becoming a resident.
  • Others: some farm equipment, qualifying vehicles for people with disabilities, non-resident students and a few other specific cases.

How does a vehicle swap or trade work in a private sale?

In a private swap in Newfoundland, you pay 15% RST on the price minus your trade-in value (as long as tax was paid on your trade-in), and any extra cash is taxed.

Example: you buy an $18,000 truck privately and the seller takes your car at $6,000. You pay RST on $12,000, which is $1,800. Both owners fill out an RST declaration at Motor Registration. The Department of Finance can audit the values afterwards, so keep them honest.

Can I get a refund of the tax I paid?

Newfoundland refunds RST in specific cases, like a late affidavit or a returned vehicle, and claims generally must be filed within three years.

  • Paid on Red Book, then got the affidavit signed: claim back the difference.
  • Returned the vehicle to the seller: within one year, with the registration transferred back.
  • Resold it within 7 days of buying, with both bills of sale.
  • Moved it out of the province within 30 days and used it only outside NL.

Use the Department of Finance’s refund application for retail sales tax on used vehicles.

Is it better to buy a used car privately or through a dealer in Newfoundland?

Both cost 15% in tax in NL, but buying through CreditShift lets you roll the HST into your financing instead of paying it up front (OAC).

Do you pay tax on a used ATV, side-by-side or snowmobile in Newfoundland?

Yes: Newfoundland and Labrador charges 15% provincial sales tax on the purchase price of a privately bought ATV, UTV or snowmobile when you register it.

Off-road machines follow their own registration process at Motor Registration. Here’s what you need to know:

  • Registration is required. ATVs, side-by-sides (UTVs), dirt bikes and snowmobiles all have to be registered in NL.
  • Book an appointment. Motor Registration registers off-road vehicles by appointment.
  • Tax on the purchase price. Provincial sales tax is charged on the price you paid. If you buy from an HST-registered seller, their HST number and the HST collected go on the bill of sale.
  • One-time registration fee. You pay it once for as long as you own the machine.
  • Bring: a registration application, a bill of sale signed by the previous owner(s), and payment for any outstanding fines on your record.
  • Seller isn’t the registered owner? You’ll also need a sworn affidavit and a signed Indemnity Form, and the machine can’t be reported stolen.
